Paper 53 -- Algorithms for Managing Sector Congestion Using The Airspace Restriction Planner

This paper describes automated algorithms for applying restrictions to air traffic to prevent sectors of airspace from becoming overloaded. We consider single-sector and multiple-sector problems. We identify issues associated with an algorithmic approach that are specific to airspace sectors and evaluate the merits of heuristic and classical optimization approaches. Results show that a hybrid algorithm may work best.
